Prior to being Managing Director of GB Specialty, Rob founded Western Litigation (WL) in 1994 and was responsible for strategically growing the company into an industry leader in the management of claims and risk in the professional liability insurance industry. Prior to founding WL, Rob was engaged in private legal practice in Chicago for eight years, where he specialized in the defense of physicians and hospitals in professional negligence matters and in the defense of insurers in insurance coverage disputes.
Since 2020, Kara Knowles has served as Executive Vice President of GB Specialty, and in 2021, Kara was promoted to the Hospital and Allied Care Practice Leader. In her current role, she is responsible for professional liability and general liability claim management for multiple healthcare systems. Kara holds a Juris Doctorate and over twenty years of medical malpractice and risk management experience. and was recently recognized as a Business Insurance Women to Watch 2021 Honoree. In addition, she was the Specialty Claim Professional of the Year in 2020.

Tim Over is a seasoned insurance leader with 40 years of experience in business development, marketing, operations, risk consulting, and claims. At GB Specialty, he oversees sales and marketing for various liability lines, including medical professional liability, executive and management liability, risk consulting, product liability/product recall, and cyber liability. Previously, he led a global claims division, achieving a 97% revenue increase, launching international risk programs, and developing specialized claim units. Additionally, Tim was honored as the TPA Individual of the Year by Captive International in 2025.
Bill has more than 30 years of experience in the healthcare industry, with formal qualifications as a defense attorney and time spent as a Chief Risk Officer for a top 10 academic medical center. In this role, Bill was responsible for leading claim operations, clinical risk management, corporate insurance and key system-wide initiatives. He has built a reputation for excellence and integrity and is able to draw upon his diverse knowledge and experience to provide advice and solutions that drive real change for healthcare carriers' and organizations' claims management.
Pamela has over 35 years of experience managing claims and risk management programs for large carriers, hospital systems, and physician practices across the United States, including a top ranking academic health center. Her extensive experience, combined with industry leadership roles, a law degree and multiple certifications, equip her with unique strategic insights into industry trends and solutions. Pamela is a frequent speaker and author on claims and risk management topics and serves as faculty for both the American Society for Healthcare Risk Management (ASHRM) and the Institute for Captive Insurance Education (ICCIE).
